Most people have a hard time building muscle by choice, while using steroids. And even for those who actually build muscle it takes time.
So do regular crunches (learn the difference between sit-ups and crunches) and do them over and over and over again until you're satisfied. Then you keep doing about 1/3 of the volume to stay there.

Hi, there’s no difference between toning and building muscle, in reality. You can train your abs pretty hard and you won’t pile on inches or any unsightly muscles, unless you are also *very* lean. As such, I’d do regular exercises for upper, lower abs and even russian twists for the obliques. Simple crunches for upper and leg raises for lower, or air bike for preference will do the job.
