I'm pretty sure the leaderboard we see only includes people we have friended within the app, so it's not the same as whatever the top 100 would be including all active users.

It is supposed to be based on your activity in the forums-QA, Your Circle, etc. However, my experience is I only get Gold immediately after the quarterly contests complete.
